It's not on the school curriculum; it's usually just a skill that you develop out of necessity as your school life progresses through grade school and on into college.  Although you don't really need to study how to write research papers, it is something that will save you a great deal of time in the long run.

There are many books on how to write research papers that you can read and learn the various techniques required.  Or you can just find simple format and use that to write research papers that you need for your studies. This could be as simple as a series of logical step headings that you follow through - answering all of the questions from your research in whatever subject you are studying and, then replacing the form questions with your own headings and you're done. 

If you are studying a program where a lot of research papers will be required, then taking an extra curricula course in how to write research papers early in your college career will give you a good foundation on which to build all of the research papers you will be required to write whilst you are at the college.  The program should not only cover the basic headings that you could find in a book, but also set out the style that the college prefers you to use - for example in setting out your bibliography, or in the use of footnotes. 

To write research papers is something anyone can do, to write good research papers takes a little more time.  But once you master the basic techniques of what is needed, it becomes second nature to produce your research papers in this way - you can even set up your computer so that it has a style sheet which sets out the research paper in the right way so that you just need to concentrate on making great content!
